Henry Nelson
Deputy Director, Enterprise Programs for the DoD
Insider Threat Management and Analysis Center (DITMAC), Defense Counterintelligence and Security Agency (DCSA)
Mr. Nelson is the Deputy Director, Enterprise Programs for the DoD Insider Threat Management and Analysis Center (DITMAC). In this positon, he is responsible for the oversight & execution of the Assessment and Professionalization Office (APO), the Unauthorized Disclosure Program Management Office (UD PMO), User Activity Monitoring (UAM) PMO and Performance, Requirements, Information, Standards, and Metrics (PRISM). Prior to joining DITMAC, he served as the Chief, Counter Insider Threat Investigation Division at the National Geospatial Intelligence Agency (NGA). In this role, he managed NGA’s unauthorized disclosures program and led a team of forensic investigators, insider threat analyst, cybersecurity engineers, and
counterintelligence officers in two geographical locations. He led adoption of modernized investigative techniques by integrating data science to detect, identify, and mitigate potential or actual threats to NGA personnel, resources, and information.
From September 2016 to October 2017, he served as the Chief, Fusion Division, NGA Counter Insider
Threat Office. In this assignment, he oversaw the development of the NGA Counter Insider Threat Overlay
- a new IT policy requiring IT System owners to provision records and individual user log files to the
Counter Insider Threat Office. The policy was critical to the detection of insider threats posed to National
Security IT systems and preventing damage caused by the likes of Snowden and Manning. The policy was
adopted by NGA CIO-T, and recognized and published as a best practice by the National Insider Threat
Task Force (NITTF), ODNI's National Counterintelligence & Security Center (NCSC), and the IC - Chief
Information Officer.
Henry began his career with NGA as a federal police officer. He was promoted through the ranks from
officer to captain, where he oversaw and directed force protection activities of approximately 120 Police
Officers who were engaged in patrol operations, critical incident response, parking enforcement, and
response to crimes against persons and property. In 2013, he accepted a rotational assignment as an
Executive Officer in NGA’s Human Development Office (HD) where he was responsible for budget, travel,
space, and training. Throughout his tenure at NGA, he served in a variety of other assignments and details
to include Investigator, Office of Inspector General (OIG) and Supervisory HR Specialist.
Mr. Nelson earned a BA from Georgetown University and a certificate in Diversity Equity and Inclusion
(DEI) from Cornell. He is also a graduate of the Federal Law Enforcement Training Center (FLETC). He is
the proud DAD of two amazing daughters; Kiersten (15) and Leah (7). He and his wife Erica are from
Baltimore City and currently reside in Montgomery County, Maryland.
