Brannon Niesent
Chief, Behavioral Threat Analysis Center (BTAC)
DoD Insider Threat Management and Analysis Center (DITMAC) Counterintelligence and Insider Threat Directorate

Mr. Brannon Niesent was hired as the Chief of the DoD Insider Threat Management and Analysis Center’s (DITMAC) Behavioral Threat Analysis Center (BTAC) in September 2023. In this capacity, he is responsible for ensuring delivery of a centralized capability of multidisciplinary Subject Matter Expertise to fully inform Insider Threat and Prevention, Assistance, and Response case consultations, provide training, and develop awareness publications on emerging trends, capabilities, and methodologies related to identifying, assessing, and mitigating risk from insiders across the DoD enterprise.

 

Prior to coming to DCSA, Mr. Niesent served as the Manager for the U.S. Marine Corps Insider Threat Program. There, he was responsible for the direct oversight of associated policies, strategies, plans, and program management and operational activities necessary to support the development and implementation of Insider Threat program objectives and the Insider Threat Hub’s systematic assessments and evaluations to deter, detect, and mitigate insider threats.

 

Before his role as Program Manager, he was responsible for the establishment, implementation, evaluation, and modification of a comprehensive and effective Antiterrorism Program for the Marine Corps, to include policy, organizational structure, staffing, budgeting, compliance, and management of the Headquarters Marine Corps Threat Fusion Cell.

 

Prior to his time with the Marine Corps Antiterrorism Program, he served as a subject matter expert responsible for developing Service-level strategy, drafting policy, and the development and delivery of a revised Service-level 40-hour Information Security and Personnel Security training and certification program, to include a Train-the-Trainer certification course.

 

Mr. Niesent is a retired Marine Corps Master Gunnery Sergeant with 22 years of extensive Joint and Marine Corps Law Enforcement and Security, Protection, and Training experience. Mr. Niesent served as Military Police Watch Commander, Special Reaction Team Commander, Operations Chief, Force Protection Officer, Personnel Recovery Officer, Inspector/Assessor, Drill Instructor, and Headquarters Marine Corps Law Enforcement, Investigations, and Corrections Branch Chief. He deployed in support of combat operations, humanitarian assistance/disaster relief operations, and Theater Security Cooperation training exercises within the U.S. Indo-Pacific area of operations.

 

Mr. Niesent holds a Bachelor of Science in Social Psychology from Park University, Master of Business Administration from Liberty University, and is a certified Project Management Professional.
